The next General Council Meeting
will be held on March 29th. The meeting will be held at
the Brownsville Recreation Center which is located at
1555 Linden Blvd., in Brooklyn New York. All members are
urged to make a special effort to attend as there are a
number of important matters down for discussion.

North East Regional trials for USA Under 21 and Open
Squads at Orange High School in New Jersey. Trials for
the USA open squad and the USA Under 21 team will be
held on March 30th 2008 at the Flatbush YMCA which is
located at 1401 Flatbush Ave., in Brooklyn New York. The
trials will begin at 8:00 AM and is aimed specifically
at players in the North East Region, however interested
players from other regions who wish to attend are
welcome to do so.

education, training and implementation of the sport in
schools, colleges and recreational facilities.
GOAL
The goal of promoting and
expanding netball is to help children and women learn
a new sport leading to lifetime participation.
It is USANA's aim to encourage increased participation
in netball and to continue to develop and foster interest
in the sport at all levels and all ages.
USANA provides a unique outlet for women athletes within
the USA and is committed to building America to a world-class
netball authority. It strives to accomplish this through
development of players, coaches and officials at all levels.

is a member of IFNA (International Federation of Netball

1. NAME
The name of the Association shall be United States of
America Netball Association (hereinafter referred to as "USANA").
2. INTERPRETATION
In this Constitution and Bylaws, the following terms shall
have the following meanings:
"USANA" shall
refer to the United States of America Netball Association
a not-for-profit organization.
"Executive"
shall refer to the Executive Committee duly empowered
to carry out the business of the USANA;
"National Council"
shall refer to the Executive Committee and accredited
delegates representing members of the USANA as set out
in Clause 4 hereof;
"Member" shall
refer to a Member of the USANA as set out in Clause 4
hereof
"Associate Member"
shall refer to an Associate Member of the USANA as set
out in Clause 4 hereof;
"Affiliate"
shall refer to a Affiliate Member as set out in Clause
4 hereof;
"Area Association"
shall refer to an Area Association as set out in
Clause 4 hereof;
“Region” The
geographical area of USANA shall be divided into regions:
North-East which shall
include states of Maine, New Hampshire, Vermont, Connecticut,
Massachusetts, New York, New Jersey, Rhode Island; East
which shall include the states of Pennsylvania, Delaware,
Maryland, Virginia, W. Virginia, District of Columbia
and Kentucky; South-East
which shall include the states of North Carolina, South
Carolina, Georgia, Florida, Alabama, Tennessee, US Virgin
Islands and Puerto Rico; South which shall include Arkansas,
Louisiana, Kentucky, Texas, Mississippi, Missouri, Oklahoma
and Kansas; Central which
shall include Ohio, Illinois, Indiana, Iowa, Kansas, Michigan,
Montana, Oklahoma, Nebraska, Wisconsin, North Dakota,
South Dakota and Minnesota; North-West
which shall include Alaska, Montana, Washington, Idaho,
Wyoming and Oregon; South-West
and Pacific which shall
include Arizona, Nevada, Colorado, Utah, California, Hawaii
and New Mexico.
"National Championship"
shall refer to the National Championships stated by
the USANA;
"National Club Championship"
shall refer to the National Club Championships as set
out in Clause 8 hereof;
"National Area Association Championship "shall
refer to the National Area Association Championships as
set out in Clause 8 hereof;
"AGM" shall refer to the Annual General Meeting
of the USANA, which shall be held once in every calendar
year;
"Specially Convened Meeting "shall
be a meeting called by at least two-thirds of the
members (of whatever capacity) of USANA;
"National Council Meeting "shall
be a meeting of the USANA Executive Committee and
Council members as defined in Clause 4 hereof;
"Financial Year"
shall refer to the financial year of USANA
running from June 1st to May 31st in the next year;
"Delegate" shall
refer to any person authorized in writing to act on behalf
of any Member as defined in Clause 4 hereof;
"AFNA" refers
to the Americas Federation of Netball Associations;
"IFNA" refers
to the International Federation of Netball Associations;
Any matter included in this Constitution and Bylaws referring
to the feminine gender shall also be deemed to incorporate
the masculine gender and vice versa.
3. AIMS AND OBJECTIVES
(a) To promote the game of Netball throughout the United
States of America;
(b) To promote International competition and representation
in and by the United States of America;
(c) To encourage affiliation of all groups playing the
game of Netball in the United States of America to the
USANA directly or indirectly, through an Area Association;
(d) To encourage and develop efficient standards of administration,
playing, officiating, tutoring and coaching in the United
States of America;
(e) To promote good sportsmanship and fair play;
(f) To manage the affairs of Netball within the format
of the National Association;
(g) To raise funds from sponsorship and other sources
to finance the affairs of the USANA;
(h) To cause the USANA to become full members of the Americas
Federation of Netball Associations and the International
Federation of Netball Associations thus allowing participation
in International Competition;
(i) To efficiently communicate with all Members and governing
bodies, other sports associations and outside agencies;
(j) To promote the game of Netball through the national
education system.
4. MEMBERSHIP
(a) There shall be no limitation on the number of registered
members in the USANA. Membership shall be open to all
regardless of race, color, religion, national origin,
sex, marital status or age.
(b) The membership of the USANA (hereinafter referred
to as "the Members") shall consist of: -
i. Area Association: An Area Association shall be construed
as an association which is formed in a particular geographical
area in order for a minimum of three clubs to participate
in regular competition provided that such Association
shall be properly formed and regulated. A "state"
as usually accepted may have more than one area association
provided that each association's boundaries are properly
defined and agreed by the Council. Area Associations shall
be deemed to be Full Members of the USANA and have two
(2) votes at any meeting;
ii. Associate Member: An Associate Member shall be constructed
as an entity with at least seven registered participants,
which is either a Netball Club or the Netball section
of a club; or the Netball section of a school college
or university where an Area Association is not in existence
and they shall be deemed to be Associate Members. These
members can send one delegate to General Council Meetings
and AGM but is not allowed to vote.;
iii. "Affiliate": An Affiliate Member shall
be any person or persons operating either individually
or as a club who does not have at least seven registered
members and does not fulfill Clause 4(b)(i) shall be deemed
to be an Affiliate Member. These members can send one
delegate to General Council Meetings and AGM but this delegate
is not allowed to vote.
(c) All applications for membership of the USANA shall
be at the discretion of the Executive Committee. In case
of refusal by the Executive Committee, such applicant
may appeal to a full meeting of the Council for inclusion
in the USANA. Reasons for refusal may include but are
not limited to the prior existence of an affiliated Area
Association or an improperly formed Association.
(d) On acceptance as a Member (in any capacity) of the
USANA such Members shall be deemed to have agreed with
the Constitution and Bylaws as set down in the Constitution
whether or not a written statement shall have been signed
to that effect
(e) Every Member (of whatever capacity) shall send to
the Secretary of the USANA in writing details of its Constitution
and officers prior to full membership being granted. Each
Member also undertakes to meet all fees and subscriptions
levied by the USANA as stated in Clause 5(d) of the document.
(f) Any Member (of whatever capacity) who fails to renew
its annual membership within three (3) months, shall if
it reapplies for re-instatement at a later date, be considered
to be a returning member (of whatever capacity) and shall
be liable to pay the appropriate reinstatement fee as
stated on Clause 5(d) of this document.
5. FINANCIAL MATTERS
(a) A Treasurer shall be elected to carry out all matters
appertaining to the financial condition of the USANA.
(b) A Statement of Account as at 31st May in each and
every year or at the date of the AGM (whichever shall
be the later date) will be reviewed by a Certified Public
Accountant independent of the person originally preparing
such statement of account. It shall be submitted to members
prior to the Annual General Meeting of the Association.
(c) All Members (of whatever capacity) must settle all
fees and debts with the USANA before they shall be allowed
to participate in any event organized by the USANA. No
Full Member shall be allowed to vote unless all fees and
debts with the USANA are settled. A late fee assessed
at $25.00 per month shall be assessed against any Member
defaulting from payment up to a maximum of three (3) months.
Following the period of three months, such further nonpayment
shall result in that Member having to reapply for reinstatement
as a new Member. Such member shall be deemed to have lapsed
their membership and shall not be eligible to participate
in any capacity before reinstatement is approved.
(d) Membership fees shall cover the period of one (1)
Financial Year and shall be calculated as follows:
Area Associations $500.00
Associate Member Clubs $150.00
Affiliates $75.00
Application Fee $25.00
Reinstatement Fee $75.00
I. Each Area Association shall be responsible for communication
between clubs and USANA where necessary.
II. Each Area Association shall submit a list of all clubs
and affiliates that is affiliated to the said Association.
III. Clubs affiliated through an Area Association cannot
attend USANA meetings unless.
(a) A written invitation is sent by the President.
(b) That club also registers directly with USANA and pays
all necessary fees of an Associate Member as stated above.
IV. All Area Associations shall supply their member clubs
and affiliates with ID’s to verify their membership.
V. USANA will supply membership cards to all Associate
Members and Affiliate Member of USANA.
VI. USANA shall be responsible for affiliation fees due
to
IFNA and/or AFNA each year.
(e) Any increase or change to USANA Membership fees and/or
subscription shall be agreed by a two-thirds majority
to those entitled to vote at a National Council Meeting.
(f) In the event of the dissolution of this Association,
all the remaining assets and property of the corporation
shall, after disbursement of the necessary expenses thereof,
be distributed to such organizations as shall qualify
under section 501(C)3 of the Internal Revenue Code of
1954, as amended, subject to an order of a justice of
the Supreme Court of the State of New York.
6. VOTING RIGHTS AND PROCEDURES
(a) At least half of the Full Members of the USANA must
be present at any Annual General Meeting and Council Meetings
to make it a quorum.
(b) Only full Members of the USANA shall have the right
to vote at Annual General and Council Meetings. Such full
Members shall have two (2) delegates at every meeting,
with each having the right to cast one (1) vote at a meeting
of the USANA.
(c) In the event that any full Member of the USANA is
unable to attend any general or specially convened meeting
of the USANA they shall be able to give written proxy
by way of a form supplied by the USANA to any other Full
Member eligible to vote;
(d) No Full Member shall be allowed to vote unless that
Full Member is fully paid-up.
(e) Voting procedure shall follow the generally accepted
parliamentary procedure and shall be as follows:
i. A motion shall be proposed and a seconded; if the President
shall then ask for further discussion on that motion.
If not seconded the motion shall be abandoned.
ii. The President will then ask the Members for any amendments
to the motion. If amendments are received and seconded,
the President shall ask for further discussion. If not
seconded, the amendment is abandoned.
iii. The Amendment is then voted on. If it is carried,
then the original motion shall fail. If the Amendment
is not carried, the original becomes, once again, the
motion. The Amendment procedure can then be invoked again
by the President and the same procedure followed.
iv. If all Amendments to any motion fail, the original
motion is voted on. Once a motion is carried, no further
amendments are permitted and the motion is now accepted.
7. OFFICERS
(a) The officers of the Association shall be as follows:
i.

viii. Match and Tournament Officer
ix Public Relations Officer
x. Immediate Past President
These officers shall form the Executive Committee of the
USANA (hereinafter referred to as Executive Members).
(b) Each Area Association shall be permitted to send two
delegates to each meeting of the National Council and
the Annual General Meeting.
(c) Officers of the USANA shall be elected biannually
at the Annual General Meeting of the USANA. Newly elected
members of the Executive Committee shall take up office
immediately following the Annual General Meeting provided
that all events scheduled for the date of the Annual General
Meeting shall have been completed. The outgoing members
of the Executive Committee shall remain in office until
all events (of whatever nature) scheduled for the same
timeframe as the AGM have been completed. Outgoing members
of the Executive Committee shall turn over all records
and correspondence to the incoming members of the Executive
Committee within 30 days of the date of the Annual General
Meeting. No more than three (3) officers may come from
any one Area Association or other member forming part
of USANA.
(d) Nominations for officers must be received in writing
and the person proposing and seconding must be Members
of the USANA. The Executive Committee shall send out nomination
papers three (3) months before each Annual General Meeting.
Details of all Nominees shall be sent to all Area Associations
at least 14 days prior to the date of the AGM. No further
nominations shall be permitted on the day of election
unless there shall be insufficient nominations received.
(e) Should there be less than two (2) nominations received
in writing the Executive Committee shall have the right
to request further nominations from the Members. Where
more than one person is correctly nominated and seconded
there shall be an election by way of secret ballot to
decide a winner. If not, this nominee shall take the position
unopposed.
(f) All nominations must be accompanied by a written consent
of the nominee. Each nominee must be a direct or indirect
member of the USANA
(g) In the event of resignation, notice of any intention
to resign must reach the Secretary, of USANA sixty days
before the resignation takes effect until. Until the effective
date, the officer must carry out his/her duties.
(h) Any executive member failing to participate in three
properly convened meetings of the Executive in any one
year and/or failing to perform their duties as laid down
in the Bylaws, shall be deemed to have relinquished their
position on the Executive. Properly convened meetings
shall mean notice having been given at least 28 days prior
to such meeting, such notice to include date, time and
venue. No more than one (1) Executive Committee meeting
shall be held in any one (1) month. Any defaulting Executive
Member shall turn over all papers, documents and records
relating to USANA business to the President or the Secretary.
If the defaulting member shall be the President and/or
the Secretary, the records shall be turned over to such
member of the Executive as the Executive shall designate
by written notification.
(i) In the event of a vacancy by death, illness, resignation
or casual vacancy, the Executive Committee shall have
the power to appoint an eligible person to act in that
capacity until the next National Council meeting or Annual
General Meeting which ever shall be sooner. Eligible persons
should first be drawn from the list of Nominees from the
immediately prior AGM provided such Nominee wishes to
take up the vacant position.
(j) The USANA Executive Committee shall have the right
to form sub-committees as needed.
(k) At least two-thirds of the Executive Committee must
be present at any meeting of the Executive for it to be
considered a quorum.
8. NATIONAL EVENTS
(a) There shall be a National Area Championship each year
and National Club Championship each year. (Club shall
be as defined in Clause 4(ii) of this constitution and
shall be affiliated members of USANA through any of its
membership levels). The venue for such championships shall
rotate between fully paid-up Members.
(b) Members wishing to host the Championship should submit
a bid to USANA by January 15th of the year prior to the
Championship. The bid should detail how it would benefit
the members' Association and USANA, and give details showing
that they are capable of hosting this prestigious event.
The Members of the USANA Executive Committee shall select
the winning bid for the Championships and inform the winner
no later than March 31st of the same year. (c) All national
championship matches shall be played according to the
International Code of Rules as set down by IFNA in conjunction
with tournament rules.
9. DISCIPLINE
The USANA Executive Committee may, after receiving the
ratification of the National Council have the right to
take disciplinary action against any defaulting Member
or registered participant of any Member (of whatever capacity)
by way of any or all of the following:
(a) Warning; (b) Reprimand; (c) Fine; (d) Suspension.
There shall be a right of appeal against such decision.
Such appeal shall be heard by at least five members of
the National Council provided that any of these members
are not members of the Appellant. The decision of such
Appeals Committee shall be considered to be the decision
of the National Council and shall be final. All penalties
imposed by the first hearing shall be operative pending
the decision of any appeal. Notice on any appeal must
be made in writing to the secretary of the USANA within
14 days of the receipt of the decision. A non-refundable
fee of US$75.00 must accompany such appeal. USANA will
not be responsible for any costs incurred by the Appellant.
Decisions of the Appeals Committee shall be by way of
simple majority.
10. ANNUAL GENERAL MEETING
(a) An Annual General Meeting of the USANA shall be held
once in every calendar year at a date to be notified to
the Members by the Executive. At least three months' notice
of any such annual general meeting shall be given to the
Members of the USANA.
(b) Any Member of the USANA (of whatever capacity) shall
be entitled to attend such meeting but only Members of
the USANA as set out below shall be entitled to vote provided
they are fully paid up as in accordance with Clause 4(b)(i).
Each full Member shall have two (2) votes and two (2)
delegates, one (1) vote per delegate unless voting by
proxy for an absent Full Member.
(c) Any Member may introduce an item to the Agenda for
such meeting provided notice of such item is sent to the
Secretary for inclusion at least 21 days prior, to the
date of the Meeting.
(d) National Council Meeting shall be held three times
in any one calendar year at a venue to be determined by
the Executive and notice of venue date and time given
at least six(6) weeks in advance. Preference shall be
given to dates coinciding with other National or Nationally
attended events.
11. RULES REGULATIONS AND
BINDING DECISIONS
(a) Decisions concerning the Constitution and bylaws shall
become operative for the Association immediately at the
inaugural meeting and thereafter any alterations and/or
amendments shall become operative at each Annual General
Meeting;
(b) The Constitution and Bylaws of the USANA and decisions
made by the National Council shall be binding on all Members;
(c) Disciplinary measures shall be enforced where a Member
is seen to adopt any rule or regulation or action, that
conflicts with the interests of the USANA.
12. DOMICILE
For the purpose of this Constitution, USANA shall be deemed
to be incorporated and registered under the laws of the
State of New York.
13. AMENDMENTS TO CONSTITUTION
AND BYLAWS
(a) Any amendment to the Constitution and Bylaws of this
Association may be proposed by any direct Member of USANA;
(b) Notice of any proposed amendments must be made in
writing to the Secretary at least three months prior to
the date of the Annual General Meeting;
(c) Any proposed amendments shall be circulated to the
membership 21 days prior to the date of the AGM;
(d) Amendments to the Constitution require agreement by
a two-thirds majority of those present and entitled
to vote at any AGM. A simple majority at any AGM may amend
the Bylaws.
14. INDEMNITY
a) No matter, act or thing done by the Executive Committee,
National Council or other sub-committees or other persons
acting under the powers delegated to them by the National
Council shall be deemed to be invalidated only by reason
of any inadvertent irregularity in appointment.
b) Every member of the National Council and USANA Executive
Committee or other properly delegated committee or person
shall be indemnified by the USANA against all costs and
losses for which they may become liable by reason of any
act or thing done by them in discharge of any duty performed
by and with the authority of the USANA Executive Committee
or the National Council as deemed necessary by the National
Council.
15. ARBITRATION AND MATTERS
NOT PROVIDED FOR
If any dispute shall arise on the interpretation of this
Constitution or the need arises to deal with any matter
not provided for in this Constitution or Bylaws, application
shall be made in writing to the Secretary, who shall refer
the same to the USANA Executive, who shall request an
emergency National Council Meeting to make a decision
that shall be binding on all parties.
ANNEX 1
BYLAWS
1. RULES OF THE GAME
(a) The USANA Executive Committee shall distribute amended
rules as laid down under the International Code of Rules
provided by IFNA as soon as practicably possible.
(b) The USANA Executive Committee shall decide in respect
of domestic matches the date of implementation of amended
rules established under the International Code of Rules
as decided by IFNA.
(c) Matches shall be controlled by two qualified umpires,
who should
be affiliated to the USANA, or who holds a recognized
qualification at
National Level from another country (which
shall have previously been ratified by the USANA Executive
Committee).
2. AREA ASSOCIATION
(a) Area Associations shall be responsible for organizing
their own competitions and administering the game of Netball
provided that such competitions and administration do
not conflict generally with the accepted principles of
USANA.
(b) The Area Associations shall determine the boundaries
of their Area Associations. In the event of a conflict
the boundaries shall be agreed at a meeting of the National
Council.
(c) Each Area Association shall be responsible for ensuring
that each Club within their Area Association is kept fully
appraised of all matters occurring within USANA.
(d) Each Area Association shall be responsible for their
fees and for their onward transmission to USANA at the
dates as set out in Clause 5 of of the USANA Constitution.
(e) Only those Area Associations, that have paid all fees
and debts, shall be entitled to participate in nationally
organized events.
(f) Only members of affiliated Area Associations, Associate
or Affiliate Members as defined in this Constitution shall
be permitted to
participate in USANA events unless specially invited by
USANA. Membership cards must be available for inspection
if so requested by the event organizer.
3. INDIVIDUAL CLUBS AND
AFFILIATES
(a) Only those clubs and Affiliates who are fully paid-up
shall be entitled to participate in nationally organized
events.
(b) Where a club or Affiliate is operating within an area
for which no Area Association has been formed, that club
or Affiliate shall be responsible for the payment of all
membership and fees as laid down in the Constitution and
Bylaws. In the event of non-payment, that club or Affiliate
shall not be eligible to participate in any capacity in
any event or competition organized by USANA.
4. PLAYING QUALIFICATIONS
(a) "Amateur Status" refers to a person who
competes for the love of the sport and as a means of recreation
without material gain. To retain amateur status and be
eligible for selection to Area Association or National
Teams or to play in any competition organized by USANA
no player may be allowed to accept any monies or goods
by way of reward for such representative play. Sponsorship
of teams and/or Area Associations or USANA is permitted
provided that the rules of IFNA or any laws of the country
or State of incorporation are not contravened in any way.
(b) National Team selection will be made by way of trials
or
invitation (whichever may be deemed expedient by the USANA
Executive
Committee). Each player must be a Member of the Association
as defined in the USANA Constitution and shall have been:-
Born in the United States of America; or
Have at least one parent of American nationality; or
Have acquired American nationality by way of
marriage or naturalization; or
Have acquired permanent resident status; or
Have obtained legal residency status in the United States
of America and resided in the USA continuously for a period
of one year immediately prior to selection.
(c) Area Association Teams shall be formed of players
who are Members as defined in the Constitution and shall:
Have been born within the geographical area; or
Have played for the Area Association during the previous
playing year; or
Live within the geographical boundaries of the Association;
or
iv. be affiliated through a club competing in that Area
Association.
Be Affiliated through a club competing in that Area Association
No player shall be allowed to represent more than one
club or Area Association or Country.
(d) Under 21 National and Area Association teams shall
comprise of players who shall be under 21 years of age
at midnight on 31st August of a particular playing year
or by such date as may be designated by IFNA and/or AFNA
for international competition. All Under 21 players shall
be bound by the same rules as set out in sub-clauses (a),
(b) and (c) above.
(e) Only registered Members as laid down in the Constitution
shall be eligible to serve as a member of the USANA Executive
Committee.
5. COACHING AND UMPIRING
SUB-COMMITTEES
(a) The Coaching and Umpiring sub-Committees shall consist
of a member from each Area Association with appropriate
technical knowledge appointed by each Area Association;
and
(b) The National Development Officer and the Technical
Officer.
(c) The National Coaching Director and the National Umpiring
Director shall be appointed by the USANA Executive Committee
from a list of appropriately qualified individuals recommended
by the USANA Technical Officer.
Each of these committees shall have the right to co-opt
further members if they deem it necessary.
6. MATCH AND TOURNAMENT
SUB-COMMITTEE
The Match and Tournament Sub-Committee shall comprise
of the Match and Tournament Officer, Secretary, the Treasurer,
the Technical Officer, the National Development Officer
and the Public Relations Officer.
7. SELECTION SUB-COMMITTEE
(a) The selection committee shall comprise of the National
Coaching Director, the Technical Officer and the other
suitably qualified Members from separate regions. In the
event that such regional representatives are unavailable,
then the Executive Committee may appoint such other appropriately
qualified person or persons.
(b) Regional Selection of players may take place where
numbers permit. Such regional selection shall be handled
by the duly appointed to carry out such task in that region.
Those regionally selected players will then proceed through
the National Selection process. Costs of regional selections
shall be borne locally.
8. UMPIRING AND COACHING
QUALIFICATIONS
(a) All Members currently holding umpiring and coaching
qualifications as recognized by another national body
shall be included in a Register to be held by the National
Development Officer provided that such qualification can
be ratified by the USANA Executive Committee. Such register
shall be open to inspection by all Members at reasonable
notice. Further tests of umpires and coaches will be carried
out in accordance with guidelines laid down by the Umpiring
and Coaching subcommittees and generally in accordance
with the principles as laid down by AFNA.
(b) Levels of umpiring qualifications shall be as follows:
Level 1 (Preliminary), Level 2 (Intermediate) and Level
3 (Advanced or National Badge holder). Level 3 Umpires
may seek accreditation (as laid down by AFNA/ INFA guidelines)
to International Level.
(c) Coaching qualifications shall be as follows:
Level 1 (Preliminary), Level 2 (Intermediate) and level
3 (Advanced).
(d) All Clubs and Area Associations should submit full
details of all qualified umpires and coaches within their
membership to the USANA Executive Committee for ratification.
9. TERMS OF REFERENCE
(a) National Council: The
duties of the National Council shall include but not limited
to:
- Be responsible for the formation of policy;
- Attend a meeting called for the purpose of forming and
maintaining such policy;
- Ratify the actions of the USANA Executive Committee
generally
(b) Executive Committee:
- Be responsible for the administration of the affairs
of USANA.
- Ensure that USANA is affiliated (as appropriate) to
IFNA and AFNA.
- Be responsible for the management and control of the
finances of USANA and make recommendation to the National
Council as to the appointment of auditors.
- Keep members appraised of matters pertaining to the
promotion of Netball on a national basis.
- Administer through its sub-committees various events,
courses, and seminars.
- Ensure that a meeting of the National Council be called
twice a year.
- Publish a calendar of events in a timely manner.
- At the end of its tenure of office pass up all papers
in an organized and timely manner to the next USANA Executive
Committee.
(c) President
The President shall be the head of the USANA Association
and shall:
- Preside at all USANA Executive and Council Meetings.
- Exercise a general supervision and interest in the USANA
affairs.
- Be available for consultation when required and listen
to complaints.
- Preside at any meeting of the USANA officers.
- Serve as an impartial arbiter when necessary.
- Sign certificates and awards and present badges and
trophies to winners.
- Be entitled to attend any meeting of the USANA.
- Be an ex-officio member of all sub-committees;
may attend the sub-committee meetings but does not have
a vote.
(d) Vice-President
- Support the President at all times and be prepared to
stand in for him/her when necessary.
- Be entitled to attend any meeting of the USANA Executive
or National Council.
(e) Secretary
- Maintain a written record of all proceedings of USANA.
- Be responsible for correspondence (incoming and outgoing)
between USANA and its
Members and any other outside bodies.
- All USANA correspondence MUST be sent by the Secretary
after approval of the President.
- Attend all sub-committee meetings if requested to do
so in order to record proceedings but without the ability
to vote.
- Give written notices of all meetings in a timely manner.
(f) Treasurer
- Keep proper financial records.
- Recommend action on financial matters to the USANA Executive
Committee or National Council to which she will be responsible.
- Be responsible for the USANA finances in accordance
with the decisions of the USANA Executive Committee.
- Be responsible for the presentation of a national budget
based on the recommendations and information supplied
by the USANA Executive Committee and/or National Council.
- Be a full member of the Match and Tournament Committee.
- Present written financial reports to the USANA Executive
Committee and National Council at each respective meeting.
- Present a written audited financial report to the AGM.
(g) Technical Officer
- Be responsible for the technical aspects of USANA;
- Advise on and coordinate the work of the Umpiring and
Coaching Sub-Committees;
- Attend any other sub-committee meeting where he/she
may advise on technical aspects but without the power
to vote unless a member of that committee;
- Advise the USANA Executive Committee and National Council
on any technical matters
- Advise the USANA Executive Committee and National Council
on questions of rules of the game and interpretation
- Maintain a database of ALL members holding umpiring
and coaching qualifications as recognized by any region.
- Be responsible for the training and assessment/examination
or reassessment of candidates for the umpires/testers/screeners
awards.
- Appoint umpires to national and international competitions
and matches.
- Be responsible for answering technical queries in connection
with umpiring and rules of the game.
- Determine the qualification for umpires officiating
at matches and competitions liaison with the match &
tournament committee when appropriate.
- Supply technical material for publication, as required
and articles on umpiring and the rule interpretation.
- Ensure that official rule changes and interpretations
are disseminated through the administrative structure
and
- Be responsible for the organization of trials in conjunction
with the Match & Tournament and Development Officer
as directed by the USANA Executive to select players to
represent the USA at home and abroad.
- Coordinate selection a squad of players at each age
group as authorized by the USANA Executive and in conjunction
with the National Coaching Director.
- Be represented at each match as appropriate and advise
the USA Team Coach or Coaches on performance of players
as appropriate.
- Deal with any matter referred to it by the USANA Executive.
(h) Match and Tournament
Organizer
- Be responsible for the work of the match and tournament
sub-committee
- Work closely with the Technical Officer, the President
and other members of the match and tournament sub-committee
- Recommend dates and venues
- Assist the Technical Officer and National Development
Officer as they may request
(i) National Development
Officer
- Oversee the development of netball in the USA.
- Prepare developmental programs for submission to the
council for discussion, ratification,
and implementation - annual seminars, workshops, clinics
and training.
- Such programs shall include areas of training, scheduling
and coordinating of annual events
in conjunction with the Technical Officer and Match &
Tournament Organizer.
- Shall be concerned with long term planning and in accordance
with paragraph 1 hereof.
- Attend developmental programs on behalf of the USANA
- Educate the community on rules, interpretations and
regulations that governs netball in
conjunction with the Technical Officer if necessary.
- Assist in grant funding allocation
- Establish policies for the development of coaches and
players.
- Establish strategies to achieve those policies in conjunction
with the Technical Officer.
- Identify and implement monitoring procedures in conjunction
with the Technical Officer,
National Coaching Director and he national umpiring Director as appropriate.
- Devise and implement a support system regionally and
nationally to the further education
of coaches in conjunction with the Technical Officer,
the National Coaching Director and the
National Umpiring Director as appropriate.
(j) Public Relations
Officer
- Be responsible for publicizing USANA and its events
through the media and any other available means.
- Liaise with the President in promoting USANA and build
up contacts with the media, public relation companies
and possible sponsors.
- Give advice on the layout and design of USANA's publications
and advertising materials.
- Be proactive in obtaining newsworthy items for publication
on the website.
(k) Immediate Past President
In the event that the Past President is not re-elected
as an executive officer. - Should automatically serve
as an adviser to the incoming USANA Executive body
- Does not have the right to vote at Executive Meetings.
- Does not have the right to vote at National Council
Meeting unless representing a member
- Appointment shall be for a period of six (6) months.
- If re-elected to a different office on the USANA executive
Committee, shall carry out the full duties of the office
as well as carry out the duties listed above.
(l) Asst Secretary/ Treasurer
- Shall be responsible for all matters, both financial
and administrative, regarding membership of USANA including
(but not limited to) circulation and collection of membership
forms and cards; keeping all records of USANA members
and distribution of membership cards.
- Work in conjunction with the Development Officer in
identifying potential new members for USANA and promoting
the benefits of membership to the same.
- Must be prepared to sit in for the Secretary or Treasurer
in their absence.
(m) National Coaching
Committee
- May comprise of the National Coaching Director, technical
Officer and subject to ratification by the Executive Committee,
National Team coaches or other such suitable qualified
persons.
- Shall be responsible for the administration of National
Coaching courses testing curriculum and testing.
_ Shall oversee regional coaching sub-committee and make
recommendation for regional coaching initiatives.
- Shall make developmental coaching recommendations to
the Executive Committee National Council and regional
Coaching sub-committee.
- Shall identify and recommend suitable reference materials.
(n) National Umpiring
Committee
- May compromise of the National Umpiring Director, Technical
Officer; and subject to ratification by the Executive
Committee, nationally- qualified umpires.
- Shall be responsible for the administration of national
umpiring courses testing curriculum and testing.
- Shall oversee regional umpiring sub-committees and make
recommendations for regional umpiring initiatives.
- Shall make developmental umpiring recommendations to
the Executive Committee, National Council and Regional
umpiring sub-committees.
- Shall identity and recommend suitable reference materials.
10. FUND RAISING ACTIVITIES
All Members shall be required to participate in every
fund-raising activity in each calendar year.
11. FURTHER MATTERS
The USANA National Council reserve the right to add to
these Bylaws and to clarify any matters raised herein
further to the inaugural meeting of USANA.
USANA
Code of Conduct
This Code of Conduct was adopted by the USANA Executives
and General Council on ________________________ and can
only be amended at a gathered quorum of the General Council
by a simple majority vote. This code governs all Full,
Associate and Affiliated members. Ignorance of this code
will not be accepted as defense for Disciplinary Action
placed on anyone for actions done after the above date.
Preamble
Commitment to ethical professional conduct is expected
of every member (voting members, associate members, and
affiliate members) of the United States of America Netball
Association (USANA).
This Code, consisting of imperatives formulated as statements
of personal responsibility and identifies the elements
of such a commitment. It contains many, but not all, issues
members are likely to face. Section 1
outlines fundamental ethical considerations, while Section
2 addresses additional, more
specific considerations of member conduct. Statements
in Section 3 pertain more
specifically to individuals who have a leadership role,
whether in the National or Local Associations, club or
team; or in a volunteer capacity such as with organizations
like USANA. Principles involving compliance with this
Code are given in Section 4.
Principles covering National Representatives and Delegates
are covered in Section 5.
The Code is intended to serve as a basis for ethical decision
making in the conduct of netball affairs. Secondarily,
they may serve as a basis for judging the merit of a formal
complaint pertaining to violation of any member ethical
standards.
Section1. This Code is
concerned with how these fundamental imperatives apply
to one's conduct as a Netball representative. These imperatives
are expressed in a general form to emphasize that ethical
principles which apply to Netball ethics are derived from
more general ethical principles.
It is understood that some words and phrases in a code
of ethics are subject to varying interpretations, and
that any ethical principle may conflict with other ethical
principles in specific situations. Questions related to
ethical conflicts can best be answered by thoughtful consideration
of fundamental principles, rather than reliance on detailed
regulations.
